Schumer visits Griffiss, pushing for Military Airport Program funding

ROME, N.Y. (WKTV) - U.S. Senator Charles Schumer visited Griffiss International Airport in Rome on Friday, announcing his push to re-secure Military Airport Program (MAP) funding to the airport.

The airport had been receiving $40 million in MAP federal funding from 2004 to 2010 to help it transition from a military airport to civilian use until it lost its slot to a Brunswick, ME airport.

Previously, only one former military-turned-general aviation airport was eligible for the funding, but now through the passing of a recent Federal Aviation Administration (FAA) bill backed by Schumer, three former military airports can receive the funds. Schumer says he is hopeful Griffiss will receive the money, helping the airport continue to expand and create jobs.

"It's really crucial, because this airport is growing," Senator Schumer said. "It actually has more jobs now than it had when Griffiss was an Air Force base."

Schumer says they will move forward by creating many construction jobs and opening up avenues for new business.

"It encourages businesses here, because if a business can be right at an airport and its executives, especially with lots of branches where it's executives can fly in and out quickly and easily, that's a place they want to come," says Schumer.

Griffiss would use the funds to build a new terminal building as well as renovate two former military hangars to help establish the airport as a maintenance hub for the Northeast.

Can animals' survival instincts shed additional light on what we know about human emotion? New York University neuroscientist Joseph LeDoux poses this question in outlining a pioneering theory, drawn from two decades of research, that could lead to a more comprehensive understanding of emotions in both humans and animals.

In his essay, which appears in the journal Neuron, LeDoux proposes shifting scientific focus "from questions about whether emotions that humans consciously feel are also present in other animals and towards questions about the extent to which circuits and corresponding functions that are present in other animals are also present in humans."

The neurological common ground between humans and animals includes brain functions used for survival. It is here, LeDoux contends, that researchers may gain new insights into both humans' and animals' emotions.

"Survival circuit functions are not causally related to emotional feelings, but obviously contribute to these, at least indirectly," he writes. "The survival circuit concept integrates ideas about emotion, motivation, reinforcement, and arousal in the effort to understand how organisms survive and thrive by detecting and responding to challenges and opportunities in daily life. Included are circuits responsible for defense, energy and nutrition management, fluid balance, thermoregulation, and procreation, among others."

LeDoux acknowledges that research on feelings is "complicated because feelings cannot be measured directly. We rely on the outward expression of emotional responses, or on verbal declarations by the person experiencing the feeling, as ways of assessing what that person is feeling. This is true both when scientists do research on emotions and when people judge emotions in their social interactions with one another."

We are even more limited in interpreting animals' emotions.

"When a deer freezes to the sound of a shotgun we say it is afraid, and when a kitten purrs or a dog wags its tail, we say it is happy," writes LeDoux, who is also director of the Emotional Brain Institute, part of the Nathan S. Kline Institute for Psychiatric Research. "We use words that refer to human subjective feelings to describe our interpretation of what is going on in the animal's mind when it acts in way that has some similarity to the way we act when we have those feelings."

But while he concedes that "we will never know what an animal feels," the basis for our interpretations of their emotions could eventually become more informed.

"If we can find neural correlates of conscious feelings in humans?and distinguish them from correlates of unconscious emotional computations in survival circuits?and show that similar correlates exists in homologous brain regions in animals, then some basis for speculating about animal feelings and their nature would exist," LeDoux posits.

LeDoux, a professor in NYU's Center for Neuroscience and Department of Psychology, has worked on emotion and memory in the brain for more than 20 years. His research, mostly on fear, shows how we can respond to danger before we know what we are responding to. It has also shed light on how emotional memories are formed and stored in the brain. Through this research, LeDoux has mapped the neural circuits underlying fear and fear memory through the brain, and has identified cells, synapses, and molecules that make emotional learning and memory possible.

In addition to numerous publications in scholarly journals, LeDoux has published books that present his work to a wider audience, including The Emotional Brain (Simon and Schuster, 1998), which focuses mainly on emotion, and Synaptic Self: How Our Brains Become Who We Are (Viking, 2002), which casts a broader net into the areas of personality and selfhood.

Democratic State Sen. Jeffrey Klein?s law firm, on a residential street in Morris Park, has run afoul of zoning codes and will now have to pay thousands more in property taxes, the city said.

After a Post inquiry last week, the Finance Department looked into whether Klein?s firm was being taxed at the appropriate level, and found it wasn?t.

So the Finance Department will reclassify the building as a commercial property. Its former residential classification carries a lower tax rate.

University of Nevada, Reno geophysicist presents study at science conference in Vancouver, B.C.

RENO, Nev. The March 11, 2011 Tohoku earthquake is a grim reminder of the potential for another strong-motion mega-earthquake along the Pacific Northwest coast, geophysicist John Anderson of the University of Nevada, Reno told members of the American Association for the Advancement of Science in a lecture at their annual conference in Vancouver, B.C. Sunday.

"The Cascadia fault line, which runs from southern Canada all the way to Northern California, could have much stronger ground-motions than those observed in Japan," Anderson, a professor of geophysics, said. "The Tohoku earthquake, while only half the length of Cascadia, is an analog for an earthquake that could happen here in the northwestern United States and southwestern British Columbia."

Both Japan and Cascadia sit above subduction zones that dip at a low angle beneath the land. One might consider them roughly mirror images, he said.

"In this mirror image, one can see that if the same earthquake occurred in Cascadia, the fault would rupture to a significant distance inland, since the Cascadia trench sits much closer to the coastline than the trench off the coast of Japan, Anderson said. "Some models predict that a Cascadia earthquake will not rupture so far under the land, but if it does, the data from the Tohoku earthquake predict stronger ground motions along our west coast than those seen in Japan. In any case, the ground motions from Tohoku are critical for understanding the seismic hazard here in Vancouver, and in Seattle, and Portland, and Eureka and all points in between."

In Cascadia, the last great earthquake occurred on January 26, 1700. Based on the size of the tsunami, the magnitude of that earthquake was about magnitude 9.0.

"Although the average interval is apparently larger, earthquakes of this size in the past may have recurred with intervals of as small as about 300 years. So it would not be a scientific surprise if such an event were to occur in the near future," Anderson said. "If you live in the Pacific northwest, look at the videos of Tohoku as a reminder to be prepared for an earthquake and tsunami."

Anderson, who studies strong ground-motions, spent nine months recently as a visiting research professor at the prestigious Tokyo University, home of one of the world's premier seismology programs. Before coming to the Universtiy of Nevada, Reno in 1998, he earned his doctorate in geophysics from Columbia University and has held appointments at the California Institute of Technology, University of Southern California and the University of California at San Diego.

In his presentation at the AAAS conference, about the strong ground motions in the Tohoku earthquake, he discusses the significance of the data, the effects of the source on the nature of the data, the effects of site response, and some discussion of the engineering effects.

"There have of course been other mega-earthquakes, but this is by far the best-recorded," he said. "The Japanese event will undoubtedly stand as the best-recorded megaquake for a long time to come, both because megaquakes are rare and because no place is as well instrumented as the islands of Japan."

For instance, the strong ground motions that could be generated along Cascadia, unfortunately, might not be observed nearly as thoroughly, since the strong motion instrumentation in most of the Cascadia region is sparse compared to Japan.

Anderson said that in spite of the occasional records with high accelerations, damage to structures from the shaking in Tohoku was reduced by high building standards, and because the ground velocities caused by the earthquake were not high enough to cause damage even at sites with peak acceleration over 1g.

High-Deductible Health Insurance Pinches Workers From Both Sides

Like many Americans, Debbie Bass' health insurance policy is utterly confounding: It's more expensive than it used to be, but the coverage is worse and the rules just seem to get more arcane.

Last year, her health plan paid for surgery, chemotherapy and radiation to treat her colorectal cancer. This year, her employer switched to a new plan, which won't even pay for a $39 box of ostomy bags.

Bass, a 57-year-old school bus driver from Hazlehurst, Ga., is among a rising number of Americans with shrinking health benefits and expanding deductibles. Bass said her new plan costs $333 per month to cover her and her husband, up from $210. The plan also comes with a staggering $3,000 deductible. Though her employer put $1,000 into an account to help pay for medical bills, Bass has already spent half of it on prescription drugs and other expenses. She'll soon need to find an extra $2,000 before her insurance kicks in.

Easier said than done. Bass takes home $395 a month. Her husband's disability benefits bring in another $1,285. "We are completely broke," she said. Her oncologist ordered a PET scan to check whether the cancer has stayed away, but she doesn't know how much it costs or whether her plan will cover it. She's going in for the test anyway.

High-deductible health insurance is becoming more common, according to survey data reported by the Employee Benefit Research Institute last December. In 2011, 27.7 million working-age people were enrolled in a health plan with a deductible of at least $1,000 for individuals and $2,000 for families. The proportion of insured Americans who have this type of coverage has more than doubled since 2005, the report says.

A trip to the local drugstore to pick up ostomy supplies led to a rude awakening: The debit card for Bass' medical expense account was rejected. She was told she couldn't use those funds for the supplies, but has not been able to get a clear explanation from her insurer as to why. "They keep giving me different excuses," she said. "They make things so complicated." She has applied for financial aid from the Virginia-based Patient Advocate Foundation to help pay for the supplies.

Employers opt for high-deductible health insurance for a simple reason: cost. The average annual cost of employer-sponsored health benefits has more than doubled since 2001, reaching $15,073 for the company and employee combined last year, according to a survey by the Henry J. Kaiser Family Foundation and the American Hospital Association's Health Research and Educational Trust. By contrast, family coverage through a high-deductible plan with a health savings account costs an average of $13,704. The shift mirrors the move away from pension benefits to 401(k) plans, which also allow employers to limit costs.

The trend is likely to continue, said Paul Fronstin, the director of the Health Research and Education Program at the Employee Benefit Research Institute. Fronstin likened the current evolution of the health insurance market to the sea change that brought HMOs to dominance in the 1980s and 1990s. "There's no reason not to expect that to happen here," he said.

High-deductible health insurance plans will be eligible to be sold starting in 2014 on the insurance "exchanges" created by the health reform law that passed in 2010. With their lower monthly price tags, these plans could prove popular, especially among younger and healthier people betting they won?t have to go to the doctor or the hospital or need costly prescription drugs.

The upside is that these plans provide coverage against catastrophic medical expenses for lower monthly premiums. Individuals and their employers can put money into tax-free health savings accounts that accumulate over time. It's a great deal for high-income earners who have the cash to spare and can maximize the tax benefits.

People with this type of insurance should set aside enough money, in a health savings account or otherwise, to cover their deductibles, said Jody Dietel, the chief compliance officer for WageWorks, a California company that administers employee benefits. The insurance is there to "protect you from catastrophic financial ruin," not to pay all medical bills, she said. Coverage for preventive services like flu shots and cholesterol screenings often isn't subject to the deductible.

Studies suggest that people put off care because they cannot afford it. Patients with chronic conditions who had high-deductible insurance were three to four times more likely to say they delayed or went without medical care because of cost, according to the findings of a Harvard University-Children's Hospital Boston survey published in the Journal of General Internal Medicine last month. Lower-income respondents were even more likely to go without, the study says.

Employers could do more to help workers adjust during the transition from a managed care plan with simple co-payments for doctor visits and prescription drugs to a new model requiring financial planning and comparison shopping, Fronstin said.

Health insurance companies provide a variety of tools on their websites and through call centers that are designed to help by offering up information on the prices for medical services and prescription drugs and on medical providers' quality ratings.

Bass' employer brought workers together for a meeting last year in which a representative explained how the new health benefits worked. "When she got through," Bass said, "I still didn't understand."

BRUSSELS (AP) ? An international banking clearinghouse crucial to Iran's oil sales said Friday that it is prepared to discontinue services to Iranian financial institutions targeted by EU and U.S. sanctions.

The statement by the Society for Worldwide Interbank Financial Telecommunication, known as SWIFT, comes as the Obama administration is pushing for Iran to be evicted from the Brussels-based hub.

The clearinghouse said it stands ready to stop services to sanctioned Iranian financial institutions once it has clarity on what will be required by laws. It added that the decision "reflects the extraordinary and highly exceptional circumstances of significant multi-lateral international support for the intensification of sanctions against Iran."

Getting Iran ousted from SWIFT would leapfrog the current slow-pressure campaign of sanctions aimed at persuading Iran to drop what the U.S. and its allies contend is a drive toward developing and building nuclear weapons. It also perhaps would buy time for the U.S. to persuade Israel not to launch a pre-emptive military strike on Iran this spring.

But such a penalty could send oil prices soaring when many of the world's economies are still frail. It also could hurt ordinary Iranians and undercut the reputation of SWIFT.

SWIFT said Friday that U.S. and EU efforts to ramp up the pressure on Iran could affect its ability to provide services to Iranian clients.

Although SWIFT, a Brussels-based hub used by virtually every nation in the world, said it "understand(s) that the European Union is now drafting new international sanctions regulations which directly affect" its ability to provide services to Iranian financial institutions, an EU official said the bloc was not preparing new sanctions on Iran.

"What we're working on is implementing the measures we adopted last month," said the official who could not be identified under standing rules.

SWIFT, which is used by virtually every nation in the world, noted that it also is following the progress of a bill passed by the U.S. Senate Banking Committee regarding Iran which has similar intention of curbing institutions such as itself to provide services to Iranian financial organizations.

More than 40 Iranian banks and institutions use SWIFT to process financial transactions, and losing access to that flow of international funds could badly damage the Islamic republic's economy. WASHINGTON (AP) ? A compromise bill extending a payroll tax cut and jobless benefits for the long-term unemployed should be enacted, but it's not going to help the economy very much, House Speaker John Boehner said Thursday.

Boehner, R-Ohio, made the remarks hours after bipartisan congressional bargainers announced agreement on legislation extending those provisions through 2012 and heading off a steep cut in reimbursements for physicians who treat Medicare patients. The bill would assure a continued tax cut for 160 million workers and jobless benefits for several million others, delivering top election-year priorities to President Barack Obama and edging a white-hot political battle a big step closer to resolution.

Boehner told reporters the accord is "a fair agreement and one that I support."

Bargainers completed the bill's final details Thursday afternoon, resolving technical questions about savings the bill would pluck from federal workers' pensions and government sales of portions of the broadcast spectrum.

One top negotiator, Sen. Max Baucus, D-Mont., said leaders were anticipating pushing the legislation through Congress on Friday.

In a jab at Obama, Boehner minimized the impact the measure would have. Last fall, Obama proposed extending the payroll tax cut and added jobless benefits through this year as major pillars of his program for creating jobs.

"Let's face it, this is an economic relief package, not a bill that is going to grow the economy and create jobs," Boehner said.

Boehner's comment underscored the GOP's desire to limit Obama's ability to declare victory over the legislation. The fight over the payroll tax cut and jobless benefits has been waged since late last year and has taken a political toll on Republicans.

Both proposals initially ran into GOP resistance, some of which lingers. But Republicans have largely concluded it would be damaging to oppose the package, particularly in this presidential and congressional election year.

That contrasted with their attitude in December, when House Republicans refused to back a bipartisan Senate bill providing a two-month extension of the tax cuts and jobless benefits while bargainers completed a yearlong deal. Within days, they retreated under barrages of criticism from Republicans and conservatives around the country.

Illustrating their reluctance to be seen as blocking a middle-class tax cut, House Republicans removed the major hurdle to the legislation earlier this week when they agreed that the payroll tax cut ? comprising about two-thirds of the measure's cost ? would not have to be paid for with spending cuts.

The House's top Democrat, Rep. Nancy Pelosi, said Democrats are mostly satisfied with the compromise and said it should be pushed through Congress quickly.

"I don't think the American people can wait another day," Pelosi, D-Calif., told reporters.

Pelosi said that while Democrats were hoping parts of the roughly $150 billion measure could be paid for with savings from winding down wars in Iraq and Afghanistan, "I don't see a scenario where our members would vote against it."

The two lead negotiators, Rep. David Camp, R-Mich., and Sen. Max Baucus, D-Mont., said shortly after midnight that they had reached agreement and that only technical issues and the drafting of legislative language remained.

The bargainers spent Wednesday trying to extinguish last-minute brushfires.

Chief among the late disputes was a proposal to save around $15 billion ? about half the $30 billion cost of the bill's extended jobless benefits ? by requiring federal workers to contribute an additional 1.5 percent of their pay to their pensions.

Democrats, including Sen. Ben Cardin and others from Maryland, home to many government employees, resisted that plan, holding up a final handshake among congressional bargainers. The provision was ultimately changed to target the boost only at newly hired federal workers, requiring them to contribute 2.3 percent of their salaries toward defined benefit pensions.

There was little controversy over the main thrust of the bill.

A 2-percentage-point cut in the 6.2 percent Social Security payroll tax, which is deducted from workers' paychecks, would run through 2012. For a family earning $50,000 a year, the cut saves $1,000 annually.

Extra unemployment benefits for people out of work the longest would be extended for the same period, and a 27 percent slash in federal reimbursements for physicians who treat Medicare patients would be averted.

Unless Congress acts, the tax cut and added jobless benefits would expire, and doctors' Medicare payments would be reduced, all on March 1.

In a GOP win, the bill would phase down the current maximum 99 weeks of jobless coverage to 73 weeks in the hardest-hit states by autumn, though in most states, people would get no more than 63 weeks.

Besides increasing new federal workers' pension contributions, more savings were supposed to come from government sales of parts of the broadcast spectrum to wireless companies. The spectrum auction was supposed to raise about $15 billion ? even after $7 billion would be spent for a new communications network for emergency workers.

The government's main welfare program would be continued through this year. Republicans won a provision barring welfare recipients from using their electronic cards to withdraw cash from teller machines in liquor stores, strip clubs and casinos.

The $20 billion price tag for preventing the cut in doctors' Medicare reimbursements would be covered partly by trimming a fund Obama's health care overhaul created to help prevent obesity and smoking. There would also be reductions in Medicaid payments to hospitals that treat high numbers of uninsured patients.

Dropped from the final compromise were proposals to renew expiring business tax cuts; a GOP plan to require unemployment recipients to work toward high school equivalency diplomas; and another Republican provision, aimed at illegal immigrants, requiring low-income people to have Social Security numbers before they can get checks from the Internal Revenue Service for the children's tax credit.
