NEW YORK (AP) ? The Brooklyn Nets will acquire Paul Pierce and Kevin Garnett from the Boston Celtics in a deal that was still developing as the NBA draft ended, according to a person with knowledge of the details.

The trade can't be completed until July 10, after next season's salary cap is set, so pieces were still being discussed early Friday. But the person says the Nets will get the two perennial All-Stars, signaling the breakup of the Celtics' veteran core.

The person was granted anonymity because details of the trade were not being made public.

Nets general manager Billy King refused to comment on the deal during his press conference to discuss the drafting of Mason Plumlee.

Yahoo Sports, which first reported the talks, said the Nets would also get veteran Jason Terry from Boston and send Gerald Wallace, Kris Joseph, the expiring deal of Kris Humphries and three future first-round picks to Boston.

On the day they hosted the NBA draft, the Nets were making much bigger noise with the transaction that will send Pierce and Garnett to a new Atlantic Division home.

The Celtics already let Doc Rivers leave after acquiring a draft pick from the Los Angeles Clippers. Ray Allen departed last summer for Miami, and now the other two members of the Big Three that led the Celtics to an NBA title and within a victory of a second will soon be gone as well.

"Sort of sad," said Chicago coach Tom Thibodeau, an assistant to Rivers on the 2008 NBA champions.

"You hate to see it. I certainly hate to see them go to Brooklyn, Doc of course going to the Clippers. But that's the NBA. It's constant change, and you have to be ready to adapt. I think what Paul Pierce did for that franchise and Kevin ? I think's it's good for them. They have an opportunity to continue on. Good for the Celtics, where they can start their rebuilding, and it was good for Doc."

Garnett had to waive a no-trade clause, which he had been reluctant to do previously. But the Nets hoped he would consider this time with Pierce joining him and the Celtics' best days seemingly behind them.

The Celtics tumbled down the Eastern Conference standings this season, falling all the way to the No. 7 seed and getting eliminated by the New York Knicks in the first round. They have been considering moving one or both of the veterans, and this triggers the start of a true rebuilding process.

And it provides a huge boost to the Nets at two of their weakest positions. They struggled to settle on a starting power forward all last season, and Pierce would be immune to the lengthy offensive slumps that plagued Wallace, the starting small forward.

In Pierce and Garnett, rookie coach Jason Kidd gets veteran leadership from two longtime opponents as he makes the transition to the sideline after retiring as a player last month.

DAKAR (Reuters) - U.S. President Barack Obama said on Thursday he would not start "wheeling and dealing" with China and Russia over a U.S. request to extradite former American spy agency contractor Edward Snowden.

Obama, who appeared concerned that the case would overshadow his three-country tour of Africa begun in Senegal, also dismissed suggestions that the United States might try to intercept Snowden if he were allowed to leave Moscow by air.

"No, I'm not going to be scrambling jets to get a 29-year-old hacker," he told a news conference in Dakar, a note of disdain in his voice. Snowden turned 30 last week.

Obama said regular legal channels should suffice to handle the U.S. request that Snowden, who left Hong Kong for Moscow, be returned to the United States.

He said he had not yet spoken to China's President Xi Jinping or Russian President Vladimir Putin about the issue.

"I have not called President Xi personally or President Putin personally and the reason is ... number one, I shouldn't have to," Obama said sharply.

"Number two, we've got a whole lot of business that we do with China and Russia, and I'm not going to have one case of a suspect who we're trying to extradite suddenly being elevated to the point where I've got to start doing wheeling and dealing and trading on a whole host of other issues."

Snowden fled the United States to Hong Kong in May, a few weeks before publication in the Guardian and the Washington Post of details he provided about secret U.S. government surveillance of Internet and phone traffic.

The American, who faces espionage charges in the United States and has requested political asylum in Ecuador, has not been seen since his arrival in Moscow on Sunday. Russian officials said he was in a transit area at Sheremetyevo airport.

A Russian immigration source close to the matter said Snowden had not sought a Russian visa and there was no order from the Russian Foreign Ministry or Putin to grant him one.

CHARGES OF U.S. HYPOCRISY

Snowden's case has raised tensions between the United States and both China and Russia. On Thursday, Beijing accused Washington of hypocrisy over cyber security.

Obama's remarks in Senegal seemed calibrated to exert pressure without leading to lasting damage in ties with either country.

"The more the administration can play it down, the more latitude they'll have in the diplomatic arena to work out a deal for him (Snowden)," said Andy Smith, director of the University of New Hampshire Survey Center.

Obama indicated that damage to U.S. interests was largely limited to revelations from Snowden's initial leak.

"I continue to be concerned about the other documents that he may have," Obama said. "That's part of the reason why we'd like to have Mr. Snowden in custody."

Still, Snowden's disclosures of widespread eavesdropping by the U.S. National Security Agency in China and Hong Kong have given Beijing considerable ammunition in an area that has been a major irritant between the countries.

China's defense ministry called the U.S. government surveillance program, known as Prism, "hypocritical behavior."

"This 'double standard' approach is not conducive to peace and security in cyber space," the state news agency Xinhua reported, quoting ministry spokesman Yang Yujun.

In Washington, the top U.S. military officer dismissed comparisons of Chinese and American snooping in cyber space.

"All nations on the face of the planet always conduct intelligence operations in all domains," Army General Martin Dempsey, the chairman of the Joint Chiefs of Staff, told an audience at the Brookings Institution.

"China's particular niche in cyber has been theft and intellectual property." Dempsey said. "Their view is that there are no rules of the road in cyber, there's nothing, there's no laws they are breaking, there's no standards of behavior."

In Ecuador, the leftist government of President Rafael Correa said it was waiving preferential rights under a U.S. trade agreement to demonstrate what it saw as its principled stand on Snowden's asylum request.

Correa told reporters Snowden's situation was "complicated" because he has not been able to reach Ecuadorean territory to begin processing the asylum request.

"In order to do so, he must have permission of another country, which has not yet happened," Correa said.

In a deliberately provocative touch, Correa's government also offered a multimillion dollar donation for human rights training in the United States.

The U.S. State Department warned of "grave difficulties" for U.S.-Ecuador relations if the Andean country were to grant Snowden asylum, but gave no specifics.

"USEFUL" CONVERSATIONS

Obama said the United States expected all countries that were considering asylum requests for the former contractor to follow international law.

The White House said last week that Hong Kong's decision to let Snowden leave would hurt U.S.-China relations. Its rhetoric on Russia has been somewhat less harsh.

Putin has rejected U.S. calls to expel Snowden to the United States and said the American should choose his destination and leave the Moscow airport as soon as possible.

Obama acknowledged that the United States did not have an extradition treaty with Russia, but said such a treaty was not necessary to resolve all of the issues involved.

He characterized conversations between Washington and Moscow as "useful."

Washington is focused on how Snowden, a former systems administrator for the contractor Booz Allen Hamilton, gained access to National Security Agency secrets while working at a facility in Hawaii.

NSA Director Keith Alexander on Thursday offered a more detailed breakdown of 54 schemes by militants that he said were disrupted by phone and internet surveillance, even as the Guardian newspaper reported evidence of more extensive spying.

In a speech in Baltimore, Alexander said a list of cases turned over recently to the U.S. Congress included 42 that involved disrupted plots and 12 in which surveillance targets provided material support to terrorism.

The Guardian reported that the NSA for years collected masses of raw data on the email and Internet traffic of U.S. citizens and residents, citing a top-secret draft report on the program prepared by NSA's inspector general.

Stock markets perky after US data

LONDON (AP) ? A round of solid U.S. economic data prompted a further bout of stock buying Thursday in another sign that the mood in financial markets has improved this week.

For much of June, investors have fretted about the possibility of the U.S. Federal Reserve reducing its monetary stimulus as the economy improves. Fed chief Ben Bernanke's confirmation last week that the central bank may start winding down its bond-buying program this year prompted turmoil across financial markets.

The fears of a change in Fed policy have led to stock markets falling on strong economic data and rising on weak indicators. That trend seems to have changed this week, however.

While Wednesday's downgrade of U.S. economic growth in the first quarter was cheered, at least by stock investors, Thursday's run of strong data on consumer spending, jobless claims and pending homes sales prompted the same sort of response.

That's a sign that investors think the recent sell-off in stock markets may have been overdone.

"There is a growing consensus that market participants overreacted to the proposed stimulus withdrawals with most traders of the view that shares can now be snapped up for bargain prices," said Max Cohen, a trader at Spreadex.

In Europe, the FTSE 100 index of leading British shares was up 1.4 percent at 6,251 while Germany's DAX rose 1 percent to 7,992. The CAC-40 was 1.2 percent higher at 3,768.

In the U.S., the Dow Jones industrial average was up 0.9 percent at 15,040 while the broader S&P 500 index rose 0.8 percent to 1,616.

Trading may increasingly be driven by calendar effects over the rest of the week as some investors look to make their portfolios look healthier for the end of the half-year. Even after the volatility over the past few weeks, stocks have had a pretty strong first half to the year.

"Traders may also be inclined to start undertaking a degree of position keeping in the near term ? tomorrow marks the end of the month, quarter and mid-point of the year," said Fawad Razaqzada, market strategist at GFT Markets.

Earlier in Asia, markets were also buoyed as interbank lending rates in China continued to ease after a pledge earlier in the week by authorities to shore up banks facing cash shortfalls.

The central bank had allowed rates that banks pay to borrow from each other to soar last week, part of an attempt by Beijing to clamp down on massive credit in the informal lending industry.

Fears of a credit crisis in the world's second-biggest economy had contributed to a rout in global markets that ended when policymakers in China softened their stance with the promise to provide "liquidity support" if needed.

Japan's Nikkei 225 jumped 3 percent to close at 13,213.55 and Hong Kong's Hang Seng gained 0.5 percent to 20,440.08. South Korea's Kospi surged 2.9 percent to 1,834.70. Australia's S&P/ASX 200 added 1.7 percent to 4,811.30, a day after Julia Gillard was ousted as Prime Minister to be replaced by Kevin Rudd.

"He will be the person who will try to rescue Labour's election campaign, three months before Australians head to the polls, a move that appears to have received the approval of the markets," said Craig Erlam, market analyst at Alpari.

Trading in the currency markets was steady, though the dollar pushed higher after figures showed U.S. pending home sales rose 6.7 percent in May, the strongest rate in six years. The euro, which had been 0.3 percent higher, was flat at $1.3015, while the dollar was 0.7 percent higher at 98.39 yen.

In the commodity markets, the mood was also calmer, notably with regard to gold, which slumped Wednesday to a near three-year low. It was up around $3 at $1,233 an ounce. The benchmark New York crude oil contract was up 59 cents at $96.09 a barrel.

Second quarter report card: Who had the best upset, knockout, fight and more?

The second quarter of the year is coming to an end, so it's a good time to look back at the last three months. There weren't as many events in the last three months of 2013 as there were the first three, but there were still plenty of memorable performances. Who stood out? See the first quarter awards here.

Biggest upset: In "The Ultimate Fighter" finale, Cat Zingano pulled out a win over former Strikeforce bantamweight champion Miesha Tate. Stipe Miocic's opponent at UFC 161 changed late in the game, but he still came up with the win over Roy Nelson. Speaking of late replacements, James Krause wasn't even in the UFC until weeks before his fight -- and submission win -- Sam Stout at UFC 161. But the biggest upset was definitely in the final of TUF. Uriah Hall destroyed every opponent during his run on "The Ultimate Fighter." However, Kelvin Gastelum was the winner, coming up with a decision win over Hall at the TUF finale.

Best knockout: There were many fine candidates from this quarter for best knockout. You could go with Josh Thomson taking out the previously unknockout-able Nate Diaz at UFC on Fox 7, or from the same card, Yoel Romero's flying knee to Clifford Starks. Just last week, there was Muhammed "King Mo" Lawal's one punch knockout of Seth Petruzell in Bellator. The one that stood out the most, though, was Vitor Belfort's spinning heel hook to Luke Rockhold's face at UFC on FX 8.

Best submission: Glover Teixeira's submission of James Te Huna at UFC 160 was fast and fierce. Pat Curran's technical submission from a guillotine of Shabhulat Shamhalaev at Bellator stood out, too. But nothing was slicker and sweeter than Ronaldo "Jacare" Souza's arm triangle of Chris Camozzi at UFC on FX 8.

Best rising star: Teixeira's win over Te Huna, as well as his earlier win over Quinton "Rampage" Jackson, put him near the top of UFC light heavyweights. It's odd to think of someone who has been fighting for eight years as a rising star, but Matt Brown's dismantling of Jordan Mein did wonders for his standing among welterweights. The winner is Sara McMann, the Olympic silver medal winning wrestler has just seven pro bouts under her belt. Still, she made a huge debut in the UFC with a TKO of Sheila Gaff.

Best fight: The result was eventually overturned because of Healy's positive drug test, but that didn't take away the fun of Pat Healy's bout with Jim Miller at UFC 159. Krause and Stout's UFC 161 bout was fantastic before it ended in a submission with mere seconds left. The one that sticks out more than any other, though, is Junior dos Santos and Mark Hunt's bout at UFC 160. They both withstood ridiculously hard hits before JDS used a spinning hook kick to take Hunt out.

Antibiotics: Change route of delivery to mitigate resistance

June 26, 2013 ? New research suggests that the rapid rise of antibiotic resistance correlates with oral ingestion of antibiotics, raising the possibility that other routes of administration could reduce the spread of resistance. The manuscript appears online ahead of print in the journal Antimicrobial Agents and Chemotherapy.

"For more than 40 years, a few doses of penicillin were enough to take care of deadly bacterial infections," says Hua Wang of the Ohio State University, Columbus, a researcher on the study. But since the 1980s, antibiotic resistance has been spreading rapidly, disabling once-powerful agents, leaving increasing numbers of patients to suffer, and even to die.

In earlier research, the investigators found a large cache of antibiotic resistance genes carried by nonpathogenic bacteria in many ready-to-consume food items. They also reported rapid development of resistant bacteria in infants who had not been exposed to antibiotics, shortly after birth, suggesting the gastrointestinal tract played a critical role in spreading resistance.

In the new research, the researchers inoculated lab mice with either Enterococcus species or Escherichia coli carrying specific resistance genes. The mice were then given tetracycline or ampicillin antibiotics, either orally, or via injection. Oral administration of antibiotics resulted in rapid rise of resistance genes as measured in the mice' feces. Resistance spread much less, and more slowly when the mice received antibiotics via injection.

The researchers also found that antibiotic resistance genes were not detectable in mice that had not been inoculated with bacteria containing antibiotic resistance genes, regardless of the route of antibiotic administration.

The human death toll from resistance, Wang says, is much higher than the 90,000 figure provided by the Centers for Disease Control and Prevention. The difference is due to the fact that bacterial infection is often the direct cause of death in many patients with chronic diseases, such as HIV/AIDS and cancer.

Besides resistance, recent work has shown that the use of oral antibiotics can reduce the diversity of the gut flora. Abnormalities of the gut flora are associated with multiple non-infectious diseases, including several autoimmune diseases and type II diabetes, according to Jeremy Nicholson of Imperial College, London, UK. Thus, alternatives to oral administration could likely mitigate these kinds of problems, as well.

Convenient alternatives to oral antibiotics might include transdermal administration via a patch, or other devices, says Wang.

Wang suggests that it should not be surprising that oral administration would abet the spread of resistance genes, since this route, unlike injection, directly exposes the humongous population of gastrointestinal bacteria to antibiotics. The resulting resistant microbes then get transmitted to the environment via the feces. From there, bacteria containing resistance genes once again gain entry to the food supply, via livestock, or via produce that has been exposed to manure from industrial livestock, as well as contaminated waste and soil, in a vicious cycle.

"Revealing this key risk factor is exciting because we have options other than oral administration, including convenient ones, for giving antibiotics," says Wang.

A giant panda gave birth to twins in China on Saturday, the first pair of the rare species to be born this year, The Telegraph reported.

Born to panda-mother Haizi in Sichuan province?s Wolong Nature Reserve, in China's southwest, the two cubs join just some 1,900 pandas worldwide (including about 300 endangered animals in captivity).

"This is the first time a giant panda has given birth to twins, anywhere in the world, this year," conservation expert Liu Chunhua told The Telegraph.

While panda twins are not unusual, they pose special challenges because panda mothers tend to ignore one of the twins.? But the Chengdu Panda Breeding Research Center in China has had success in boosting the survival rate of twins by secretly swapping them. The BBC reports:

"Whenever a cub was abandoned after birth, keepers at the Chengdu centre swiftly moved it to an incubator. Panda mothers were tricked into caring for twins as staff stealthily rotated them between their mother and the incubators. The survival rate of cubs rose to 98% through this combination of maternal care and artificial support."

Generally, pandas are difficult to breed, especially in captivity. Female pandas are fertile for only about two or three days a year. Haizi became pregnant after conservationists introduced her to male pandas Bai Yang and Yi Bao in March.

Staff at the reserve have not yet been able to determine the gender of the first-born cub, as its mother is still cradling the baby animal in her arms. But staff have said that its sounds and apparent size suggest that it is healthy.?

The second cub, born some 10 minutes after its sibling, is a female cub weighing under 79.2 grams. That puts the little pink infant at about 1/900 the size of its mother.

The giant panda, the WWF?s mascot animal, is an international symbol of conservation efforts. Efforts to protect its dwindling forest habitat in China and to rescue it from poachers have surged in recent years, with the Chinese government establishing more 50 panda reserves within some 45 percent of the giant panda?s habitat. Still, some 40 percent of China's pandas do not live in protected zones.

?Gossip Girl? star Kelly Rutherford, who earned $468,000 a month while working on the CW show, has filed for bankruptcy after spending $1.66 million on her custody battle with her ex-husband, according to documents obtained Monday by NBC News.

The 44-year-old year actress and mother of two filed Chapter 7 in U.S. Bankruptcy Court in California on May 20 declaring to be over $2 million debt -- and with a current monthly income of $1,279.33.

Rutherford divorced Daniel Giersch in 2010. In August, a Los Angeles Superior Court judge ruled that Rutherford?s daughter and son must live with their father in France after his visa was revoked. Rutherford and Giersch are supposed to split their time with the children equally, even though they live in different countries. They are 6 and 4 years old now.

"I do think the kids are at risk because I was the primary, and now I'm the visitor," Rutherford said in an emotional interview on TODAY last year. "What I was in court trying to get to the bottom of is that he could disappear tomorrow and I don't know where to look."

Rutherford has been traveling to France regularly to see her children and Skypes with them daily.

According to the bankruptcy petition, Rutherford has $23,937 in assets -- $11,487 in her checking account, $5,000 in furniture, $5,000 in clothes, and $1,500 in jewelry. The documents also show Rutherford owes over $350,000 in last year?s federal and New York state income taxes and over $300,000 to friends and family for personal loans.

She also owes American Express $25,000 and Citibank nearly $36,000.

?Gossip Girl? wrapped last year. Rutherford also starred on ?Melrose Place? in the ?90s.

Tunisian army chief retires amid criticism

TUNIS, Tunisia (AP) ? Tunisia's military strongman, who has been criticized for the army's inability to catch a band of al-Qaida linked militants, has announced his retirement.

Army Chief of Staff Rachid Ammar was widely seen as having a key role in forcing out dictator Zine El Abidine Ben Ali in 2011 by not allowing troops to fire on the pro-democracy uprising.

Recently, however, Ammar has been criticized by opposition politicians for the army's inability to find a band of extremists in a mountainous area near the Algerian border.

More than 3.5 million skin cancers are diagnosed each year in the United States, making it the most prevalent of all cancers. It is more common than cancer of the breast, prostate, lung, and colon combined. It is estimated that 20% of Americans will develop skin cancer in their lifetime. Although it is very widespread, there is some good news:

  • Since most skin cancers are caused by excessive sun exposure, prevention measures can significantly reduce your risk of getting skin cancer
  • Awareness of skin cancer warning signs enables treatment at an early stage thereby minimizing the risk of spreading or recurrence

Types

Basal and squamous cell cancers (keratinocyte cancers)?are the most common forms of skin cancer. They are found mainly on parts of the body exposed to the sun, such as the head and neck. These cancers rarely spread elsewhere in the body and are much less likely than melanomas to be life threatening. Although they grow very slowly, both of these types of skin cancer can become quite large and affect nearby tissues. Scarring, disfigurement, or even functional loss may be the outcome if they are ignored or left untreated.

Melanomas can occur anywhere on the body but certain locations are at higher risk. Women are most commonly affected on the legs, neck, and face while the chest and back have the highest incidence in men. Melanomas can be much more invasive than basal cell and squamous cell cancers, but are almost always curable in their early stages. Disability and death can result if melanoma spreads to other parts of the body.

Basal cell carcinomas have a range of appearances. They may appear flat, firm, and pale in color but can develop as a small, raised, pink or red growth on your skin. A characteristic translucent, shiny, or waxy surface may be evident. They also may be prone to bleed after a minor injury. Multiple small blood vessels may be apparent on the surface. Sometimes the central portion of the lesion may have a crater-like depression and blue, brown, or black areas may be present. Large basal cell carcinomas may have oozing or crusted areas.

Squamous cell carcinomas typically look like lumps that will gradually increase in size if left untreated. The surface is usually rough, scaly, and crusted. These carcinomas may also appear as flat red patches that grow very slowly.

Melanomas are flat or raised pigmented areas on the skin that appear to change in size, shape, or color over time. They also frequently look different from moles or skin pigmentation present elsewhere on your body.

The ABCD rule is a guide for any signs of change in a pigmented skin lesion that should immediately be brought to the attention of your doctor:

(A) Asymmetry?- meaning each half of the skin lesion or growth appears different

(B) Border irregularity?- meaning the edge of the lesion is uneven

(C) Color irregularity?- meaning the color of the lesion is not uniform and may have several different shades

(D) Diameter?- meaning the diameter is relatively large (over 5 mm)

The ABCD rule does not apply in every case, so it is important to be aware of any changes that occur in skin lesions that have been present for a long time. In addition, new skin lesions or lesions that look different from the rest of your moles need to be carefully monitored.

An annual body check by a physician is especially important if you have a history of extensive sun exposure.?Any lesions that develop ulcerations and are eroding or enlarging need to be evaluated.

(AP) ? This mayoral hopeful in Mexico promises to eat, sleep most of the day and donate his leftover litter to fill potholes.

Morris, a black-and-white kitten with orange eyes, is running for mayor of Xalapa in eastern Mexico with the campaign slogan "Tired of Voting for Rats? Vote for a Cat." And he is attracting tens of thousands of politician-weary, two-legged supporters on social media.

"He sleeps almost all day and does nothing, and that fits the profile of a politician," said 35-year-old office worker Sergio Chamorro, who adopted the 10-month-old feline last year.

Put forth as a candidate by Chamorro and a group of friends after they became disillusioned with the empty promises of politicians, Morris' candidacy has resonated across Mexico, where citizens frustrated with human candidates are nominating their pets and farm animals to run in July 7 elections being held in 14 states.

Also running for mayor are "Chon the Donkey" in the border city of Ciudad Juarez, "Tina the Chicken" in Tepic, the capital of the Pacific coast state of Nayarit, "Maya the Cat" in the city of Puebla and "Tintan the Dog" in Oaxaca City, though their campaigns are not as well organized as that of Morris.

Politicians repeatedly rank at the bottom of polls about citizens' trust in institutions. A survey last year by Mitofsky polling agency ranking Mexicans' trust in 15 institutions put politicians and government officials among the bottom five. Universities and the Catholic Church were the top two, respectively.

Morris' cuteness, the clever campaign and promises to donate money collected from the sales of campaign stickers and T-shirts to an animal shelter has attracted cat lovers, but Chamorro said most of his supporters are citizens tired of corrupt politicians and fraudulent elections.

"Morris has been a catalyst to show the discontent that exists in our society," Chamorro said. "Our message from the beginning has been 'if none of the candidates represent you, vote for the cat' and it seems people are responding to that."

Xalapa, a university city of 450,000 people, is the capital of the Gulf coast state of Veracruz, where residents have in last two years been beleaguered by drug violence, corruption scandals and the killings of at least nine reporters and photojournalists.

During last year's presidential election, a video posted on social networks showed a massive warehouse in Veracruz stuffed with election give-away groceries. Authorities also seized $1.9 million in wads of cash found when police decided to search passengers of a private plane arriving from Veracruz to Toluca, the capital of the home state of now-President Enrique Pena Nieto. Officials later said they had found no wrongdoing and the money was returned.

Giovanna Mazzotti, a 48-year-old university professor from the city of bright colonial buildings and steep streets, said she supports Morris' campaign and plans to go to a party for him being held Friday. The candidate is not expected to attend.

"In this state there is no rule of law, there is no respect for human rights, there are no institutions," Mazzotti said. "It's great that this campaign is showing the fiction in our elections. Every three years politicians laugh at us, it's good to laugh at them a bit, too."

Morris has a website, a Twitter account and a Facebook page with more than 115,000 'likes,' that makes him more popular in social networks than the five human mayoral contenders. Americo Zuniga, the candidate for the ruling party who is leading in election polls, had 33,000 Facebook 'likes' as of Friday.

His website has a collection of memes that picture Morris yawning while describing his "ample legislative experience," an image that mirrors photographs of lawmakers sleeping during congressional sessions.

Morris' campaign managers are asking supporters to write-in 'Morris' or draw a cat's face on the ballot to send a message to authorities, who are not taking the cat's growing popularity lightly.

Members of the Electoral Institute of Veracruz this week called on voters not to waste their vote on a cat.

"We are asking for people to participate by voting for those citizens registered on the ballots," electoral institute president Carolina Viveros told local media this week. "Everything else is part of expressions happening in social media and I respect that, but you have to vote for the registered candidates, please."

Morris also has international supporters.

On Friday, the animal-welfare group People for the Ethical Treatment of Animals wrote Morris congratulating him for his campaign.

Stubbs, a cat that has been the honorary mayor for more than 15 years of the sleepy Alaska town of Talkeetna, has shown support for Morris by posting his fellow feline candidate's spot campaign on its Facebook page.

Will Obama send (more) Americans to Syria?

The White House announcement that President Barack Obama has decided to provide direct military aid to Syria?s rebels didn?t include the word ?arms.? And the word ?weapons? only appears as part of ?chemical weapons,? as in ?our intelligence community assesses that the Assad regime has used chemical weapons.?

In fact, Deputy National Security Advisor Ben Rhodes, who detailed the decision on a conference call with reporters late Thursday, repeatedly declined their invitation to detail what, exactly, Washington is sending to try to tip the balance in the opposition?s favor.

?This is more a situation where we're just not going to be able to lay out an inventory of what exactly falls under the scope of that assistance other than to communicate that we have made that decision,? Rhodes said. (He used variations on the ?inventory? line at least four times during the call).

That?s a little odd. Here?s how National Security Council spokeswoman Caitlin Hayden described a decision to escalate aid to the rebels on April 30, 2013: ?Additional communications equipment, armor, night vision goggles, and vehicles are among the items that are being discussed.? That?s?.inventor-ish.

What if the White House's new strategic vagueness aims to hide the fact that Obama is looking at sending more Americans to Syria?

"More," because it's an open secret that the CIA and US special forces have people on the ground in Syria to help train the rebels and to make sure the weapons flowing into the country reach moderate elements of the opposition, not the al-Qaida-affiliated fighters. The U.S. took a similar approach during the conflict in Libya, known as "wingtips on the ground" -- as opposed to "boots on the ground," which might both require greater Congressional input and raise the hackles of the war-weary U.S. public.

Sending more Americans might make strategic sense: The fractious opposition in Syria has struggled with command-and-control, and sending advanced communications equipment won't solve that. If Washington is sending advanced weapons, someone will need to show the rebels how to use them. And U.S. officials have long worried about fitful cooperation between rebel fighters and the political wing of the opposition.

The Americans wouldn't have to be based in Syria -- they could go to neighboring Turkey or Jordan, both of which have taken in hundreds of thousands of refugees.

This approach would also fit Rhodes's description of what Obama has decided to do in Syria. Again, from the Thursday conference call:

"It will cover a range of different purposes, and it?s aimed at strengthening both the cohesion of the opposition, but also the effectiveness of the SMC [the rebels' Supreme Military Council] on the ground."

"The president has taken the decision to provide that type of direct support to the SMC that has military purposes. And we're looking at a wide range of types of support we can provide both to the political opposition and to the SMC on the ground."

"The President has made a decision about providing more support to the opposition. That will involve providing direct support to the SMC. That includes military support. I cannot detail for you all of the types of that support for a variety of reasons, but suffice it to say this is going to be different in both scope and scale in terms of what we are providing to the SMC than what we have provided before."

You get the picture.

What about a no-fly zone? Reuters reported Friday that the Obama administration was considering it. The Wall Street Journal laid out how it might unfold in a report on Thursday.

That would certainly cheer Congressional hawks.

"Providing arms alone is not sufficient. That alone is not enough to change the military balance of power on the ground against Assad," Republican Senators John McCain and Lindsey Graham said in a joint statement on Thursday. "The president must rally an international coalition to take military actions to degrade Assad?s ability to use airpower and ballistic missiles and to move and resupply his forces around the battlefield by air. This can be done, as we have said many times, using stand-off weapons such as cruise missiles."

But it doesn't seem to be in the cards at this point, at least to hear Rhodes tell it.

"We have not made any decision to pursue a military operation such as a no-fly zone," Rhodes said.

"A no-fly zone, while there is a contingency plan for many different things, would carry with it great and open-ended costs for the United States and the international community," he continued. "It?s far more complex to undertake the type of effort, for instance, in Syria than it was in Libya," Rhodes said.

Unlike Libya, Syria has advanced anti-aircraft defenses that would make enforcing a no-fly zone far more dangerous for American or allied warplanes.

Rhodes also said there was no guarantee a no-fly zone would improve matters on the ground.

"You have regime forces and irregular regime-associated forces essentially commingled with opposition forces in a civilian population. That is a very hard challenge to get at from the air," he argued.?" That doesn?t mean that we?ve ruled anything out other than the provision of U.S. boots on the ground -- which nobody has suggested," he said.

From the mouths of babes: Toddlers' speech is far more advanced than previously thought

June 14, 2013 ? The sound of small children chattering away as they learn to talk has always been considered cute -- but not particularly sophisticated. However, research by a Newcastle University expert has shown that toddlers' speech is far more advanced than previously understood.

Dr Cristina Dye, a lecturer in child language development, found that two to three- year-olds are using grammar far sooner than expected.

She studied fifty French speaking youngsters aged between 23 and 37 months, capturing tens of thousands of their utterances.

Dr Dye, who carried out the research while at Cornell University in the United States, found that the children were using 'little words' which form the skeleton of sentences such as a, an, can, is, an, far sooner than previously thought.

Dr Dye and her team used advanced recording technology including highly sensitive hidden microphones placed close to the children, to capture the precise sounds the children voiced. They spent years painstakingly analysing every minute sound made by the toddlers and the context in which it was produced.

They found a clear, yet previously undetected, pattern of sounds and puffs of air, which consistently replaced grammatical words in many of the children's utterances.

Dr Dye said: "Many of the toddlers we studied made a small sound, a soft breath, or a pause, at exactly the place that a grammatical word would normally be uttered."

"The fact that this sound was always produced in the correct place in the sentence leads us to believe that young children are knowledgeable of grammatical words. They are far more sophisticated in their grammatical competence than we ever understood.

"Despite the fact the toddlers we studied were acquiring French, our findings are expected to extend to other languages. I believe we should give toddlers more credit -- they're much more amazing than we realised."

For decades the prevailing view among developmental specialists has been that children's early word combinations are devoid of any grammatical words. On this view, Cchildren then undergo a 'tadpole to frog' transformation where due to an unknown mechanism; , they start to develop grammar in their speech. Dye's results now challenge the old view.

Dr Dye said: "The research sheds light on a really important part of a child's development. Language is one of the things that makes us human and understanding how we acquire it shows just how amazing children are.

"There are also implications for understanding language delay in children. When children don't learn to speak normally it can lead to serious issues later in life. For example, those who have it are more likely to suffer from mental illness or be unemployed later in life. If we can understand what is 'normal' as early as possible then we can intervene sooner to help those children."

'New' provider Tagtel Communications (aka Pecus) prepares to ...

base-stationsIf you have had just average interest knowing the companies that have Internet Access Provider (IAP) licenses in Zimbabwe, you probably always had a lingering?question about the companies?POTRAZ lists on their website as licensed. Well, one company in particular ? a Pecus Enterprises. The issue is that they have been almost invisible despite being licensed along with the other 11 providers several years ago.

The information we?re getting indicates the company is preparing to launch services in January 2014 and it will be operating under the name ?Tagtel Communications?. Our source wasn?t clear what?s been holding the company all along but says that they are now installing base stations and should be ready to roll out services come January.

Scouring the net for the name ?Tagtel? yielded this press release by a UK company that apparently sold Tagtel network equipment to manage DNS services back in 2011. Yes, two years ago! This may ofcourse?indicate that the company has actually been offering services, maybe to select customers.

As for the services they will offer, we?re expecting something along the lines of the other IAPs like Africom, PowerTel, Aquiva, Aptics and so forth. Which means primarily broadband internet with some mild attempts at competing in the voice market against the 3 mobile sisters. But maybe they?ll suprise!

We contacted Tagtel Communications via phone but the people that answered said the CEO (the only one who could speak to us) was coming in later in the?day, then we were told he is out of the country. Usually means they won?t speak yet.

Army leaders walk fine line as Afghan advisers

FORWARD OPERATING BASE FINLEY-SHIELDS, Afghanistan (AP) ? ? In previous years, the U.S. Army would have helped the Afghan National Army if their troops had run out of fuel or money or run into some other logistical problem, but with the U.S. getting ready for a significant withdrawal, the Americans are teaching the Afghans to rely on themselves.

The U.S. military's new role of trying to train and mentor a young Afghan army comes after nearly 12 years of war. U.S. troops have borne most of the fighting over the past decade, but now the Afghan military is taking the brunt of the fighting against a resilient insurgency while the U.S. takes on more of an advisory role.

It is a daunting task for both countries.

U.S. Army Lt. Col. Matthew Stader usually commands a field artillery battalion, but this year he's leading a team of military advisers in eastern Afghanistan for an Afghan National Army brigade.

"With advising, you can't be the one that fixes everything," Stader said.

Since the Afghans are adept at fighting, patrolling and searching for weapons or insurgents, the U.S. Army is helping them with logistics, training and leadership that will have to support about 352,000 Afghan military troops after 2014. To that end, the American advisers are walking a fine line to counsel, but not fix the more sophisticated problems that still plague the Afghan military.

Stader recalled when the country's military was a fraction of its current size and had far less tactical skills. Now he recently congratulated his counterpart, Brig. Gen. Dadan Luwang, on a recent successful air assault operation in the western district of Hesarak in Nangarhar Province that involved nearly 200 Afghan troops.

"My brigade is getting more capable every day," Luwang said.

He is a gregarious former Afghan special forces officer who is leading the 4th Brigade of the 201st Corps, one of the Afghan National Army's newest brigades. Stader and his team of nearly two dozen advisers make daily trips to Luwang's brigade headquarters near Jalalabad to help him plan operations, track the brigade's progress and develop leadership among their young officers and soldiers. Additional advisers from his team are spread throughout the province to assist with the brigade's smaller units.

The complex and cultural differences between the two militaries can create friction. The Americans have a very deliberate planning style, but the Afghan brigadier general has different motivations, Stader said.

"We are by nature very aggressive," he said. "He's concerned about surviving."

The majority of U.S. and coalition forces are expected to begin a significant drawdown later this year, leaving Afghan forces in charge of security across the country. Afghanistan is gearing up for a presidential election next spring, and the Taliban have not yet accepted an offer to engage in peace talks in the Gulf state of Qatar.

There currently are about 100,000 international troops in Afghanistan, including 66,000 from the United States. The U.S. troop total is scheduled to drop to about 32,000 by early next year.

While there has been no final decision on the size of the post-2014 force, U.S. and NATO leaders say they are considering a range of between 8,000 and 12,000 ? most of them trainers and advisers.

Most U.S. combat troops have already been replaced by teams of mentors and advisers, while brigade-size combat teams have shrunk and support smaller teams in the field. In the east, there are six such smaller brigades and about 76 teams of advisers. Countrywide, there are 13 such brigades and 381 advisory teams.

The advisers track their Afghan partner's expenditures, equipment, ammunition and other maintenance issues. They know when the unit is selling fuel in the local village, or when soldiers are sleeping on the job. They know the good leaders from the toxic ones. They make sure paperwork and requests for supplies don't get lost at military headquarters.

But progress in Afghanistan can be frustratingly slow for the U.S. Army, whose ranks are full of headstrong personalities that want to lead the fight, not sit in the background.

Stader personally picked soldiers and officers from his 2nd Battalion, 320th Field Artillery Regiment of 1st Brigade Combat Team, 101st Airborne Division to come on this deployment, leaving about half back at home at Fort Campbell, Ky.

Many of his soldiers have multiple combat deployments, but this role was more challenging for some.

"They get down there and they don't see any progress because it's like watching grass grow," he said. "This is a hard mission to define clear success as an adviser."

In the Shinwar district of Nangarhar Province, U.S. Army Capt. Nicholas Drake and his team have been advising the brigade's 2nd Kandak, a unit about the size of a battalion. The previous kandak commander wasn't very good at leading his staff and many key leaders were leaving.

A new kandak commander, Lt. Col. Mohammed Bashir, was appointed about two-thirds of the way into Drake's nine-month deployment. Drake, 28, of Calabasas, Calif., wishes he had more time to work with the new commander.

"It takes time to build a rapport," Drake said. "Our whole job is to know the kandak."

The advisers keep a careful eye on the Afghan operations and are always willing to lend a hand in an emergency, but they try not to interfere or impose decisions on the Afghans.

When the Afghan troops got into two firefights in one day, the advisers listened and watched as reports were called in by radio and cellphone to the kandak's operations center. One kandak soldier was killed and others were injured.

Bashir said he was determined to hit the insurgents back and vowed to send more soldiers the following day to thoroughly search the village where they were attacked.

"Next time when he gets in contact with his enemy, he is going to follow them even if it takes 24 hours," Bashir said through a translator interpreting his comments to Drake.

Drake shifts the conversation and wants the commander to focus on planning operations based on intelligence, a tactic American advisers are trying to encourage the Afghans to use.

He points out that historically the insurgents have placed bombs near the base very early in the morning. Drake suggested the kandak could send some soldiers out to patrol around the base to try to catch them. Bashir agreed, and then decided he would also set up additional checkpoints on the road leading to the base.

The following day the kandak gathers together to hold a short memorial service to honor the slain soldier.

The Afghan soldiers stand at attention, but Bashir allows them to sit cross-legged as he gives them a short speech in which he says they should have surrounded the enemy fighters instead of letting them flee. He told them they were brave, but then reminded them to wear their helmets.

The Afghans will still be fighting insurgents long after the Americans leave, but the advisers are hopeful.

"The kandak will be successful not if they kill all the Taliban," Drake said. "It will be successful if they outlast the Taliban."
