Egyptian court bans military 'virginity tests'

An Egyptian court on Tuesday ordered the country's military rulers to stop the use of "virginity tests" on female detainees, in a rare condemnation by a civilian tribunal of a military practice that has caused an uproar among activists and rights groups.

The virginity test allegations first surfaced after a March 9 rally in Cairo's Tahrir Square that turned violent when men in plainclothes attacked protesters, and the army cleared the square by force. The rights group Human Rights Watch said seven women were subjected to the tests.

The ban came a week after public outrage over scenes of soldiers dragging women protesters by the hair, stomping on them and stripping one half-naked in the street during a fierce crackdown on activists.

"This is a case for all the women of Egypt, not only mine," said Samira Ibrahim, 25, who was arrested and then spoke out about her treatment.

Ibrahim filed two suits against the practice, one demanding it be banned and another accusing an officer of sexual assault. She was the only one to complain publicly about a practice that can bring shame upon the victim in a conservative society.

A small group of women gathered outside the court building, holding banners. One said, "Women of Egypt are a red line."

The three-judge panel said in its ruling that the virginity tests were "a violation of women's rights and an aggression against their dignity."

The ruling also said a member of the ruling military council admitted to Amnesty International in June that the practice was carried out on female detainees in March to protect the army against possible allegations of rape, indicating it was an administrative order and not an individual decision.

Because the military is also acting as a police force, "it is the duty of the armed forces when carrying out these duties to abide by the law and not violate its provisions when dealing with citizens," the court ruling said.

The ruling "is incredibly important not only because it comes after scenes of sexual assault and battery of women by military troops," said Heba Morayef, an Egypt researcher with Human Rights Watch. "It is also important because it is the first time a civilian court acknowledged and criticized abuse by the military."

At first the military denied administering virginity tests. Then last week, the military prosecutor said one army doctor is on trial for abuse. On Tuesday, after the court decision, military prosecutor Adel el-Morsi said the tests are not condoned by the military, calling the abuse "an individual behavior" that is before courts.

Rights groups have said some officers have explained the tests as a way to clear their names of possible charges of abuse by the protesters. Women protesters said they were threatened with prostitution charges before they were subjected to the tests.

Hossam Bahgat, a human rights activist who was involved in the case, said the court ruling restores some justice to the abused women and is a first step toward holding military officials accountable.

"It is also very symbolically important because it is a crack in the wall of impunity the (military rulers) have built around their personnel and their conduct" against protesters and women in particular, he said.

He said the lawyers will try to upgrade the charges against the army doctor to sexual assault instead of the current indecent act.

Ibrahim, who covers her hair in the style of conservative Muslims, told a private TV station Monday that she filed the suits because she wanted to spare others what she went through. Ibrahim said her family, from the conservative southern Egyptian city of Sohag, was supportive of her going public.

"I was devastated," she told the private ONTV network. "I was hurt, and sad, and didn't expect that from them (soldiers.) The first thing dad said is...only the law will help you."

More bodies found far away from Philippine floods

Fishermen joined Philippine navy sailors, police and firefighters in an ever wider search for bodies from entire villages swept away in one of the country's worst flash floods. More bodies have washed ashore, pushing the death toll to more than 1,200, an official said Monday.

While more than 60,000 homeless from hundreds of flood-ravaged villages spent a miserable Christmas in jam-packed schools and gymnasiums, search teams retrieved an additional 150 bodies from the sea as far as 60 miles (100 kilometers) from worst-hit Cagayan de Oro and Iligan cities, said Benito Ramos, head of the Office of Civil Defense.

He said it would take three to six months to restore some normalcy and construct temporary housing to free up schools that are now serving as refugee camps.

The death toll as of Monday stood at 1,236, with about two-thirds of the bodies unidentified. With more bodies found floating farther away, Ramos said authorities sought the help of fishermen to scour the sea.

"We've stopped counting the missing. There are no accurate figures," Ramos said. "Those recovered, we don't know who they are. We have a system in place so that families can claim them later, based on fingerprints and dental records."

The United Nations last week launched an urgent appeal for $28 million to help an estimated 600,000 affected people, more than half the population of Cagayan de Oro and Iligan in the southern Mindanao region.

Despite warnings from forecasters, most were asleep Dec. 16 when a tropical storm made a landfall in a region rarely visited by typhoons. It unleashed more than a month's worth of rainfall in 12 hours, sending walls of water gushing into homes.

Many of the dead were women and children who drowned in their beds. Others scrambled to climb roofs to escape the overflowing rivers and muddy waters that carried dangerous debris and logs from nearby mountains. The logs were still floating off the coast.

President Benigno Aquino III, who banned logging in February following previous flooding deaths that experts say were caused partly by deforestation and soil erosion, has ordered an investigation.

Communist guerrillas in the south canceled Monday's celebration of their movement's 43rd founding anniversary and instead promised to donate money to flood victims and punish multinational companies they accuse of environmental destruction.

Rebel spokesman Jorge Madlos told The Associated Press by telephone that they sought funds for victims from huge pineapple and banana plantations and other companies.

"Some were lukewarm to our call," Madlos said. "That'll be a factor when we decide which ones to punish first for this destruction."

Another factor in the staggering death toll was illegal settlements along Cagayan rivers. Thousands of people lived in shanties on the banks and islands directly along the water's path.

In the evacuation centers, where about a third of the displaced are children, aid workers were providing food, clothes, blankets, bottled water and hygiene kits.

A lack of running water was still a major concern. Many shelters had poor sanitation with open drainage and defecation sites, said Ariel Balofinos, Mindanao manager for Save the Children aid agency.

"Children in particular are susceptible to health threats because immune systems are weak," he said, adding that many youngsters were also traumatized.

"Many children have witnessed friends and family dying. We've come across children who have been orphaned, but the good thing is they have relatives, which is part of the Filipino coping mechanism," he said.

Here are a few for curating Timeline:

n Start with your older posts. You were probably experimenting with Facebook then, and most of those could go into hiding. Plus, those are the ones you?d need to be most careful about because you had reason to believe only a few friends would see them.

n Find the button for Activity Log. Click that to see all of your posts at a glance and make changes to them one by one. Open Facebook in a new browser tab first, though. Every time you switch between the log and the timeline stream, Facebook resets to a default view rather than let you return to where you were. So have one tab for the log and the other for the stream.

n Think carefully about what you want to highlight when people scroll through your past. Facebook has a secret formula for determining which items are included in your highlights, using such factors as how many friends commented on a post. That may not necessarily be what you want to showcase.

Biden calls Iraqi leaders after wave of violence (AP)

WASHINGTON ? Vice President Joe Biden is reaching out to Iraq's leaders to discuss recent violence there and the country's tenuous political climate.

Biden spoke Sunday with Iraqi Prime Minister Nouri al-Maliki, and on Saturday with the president of the Kurdistan region, Massoud Barzani. The White House says Biden expressed condolences for the recent violence in Baghdad and discussed the political climate in Iraq.

Biden's calls follow a wave of bombings in Baghdad earlier in the week that left at least 60 people dead. There are also concerns of a sectarian split in the government after al-Maliki's Shiite-led coalition issued an arrest warrant for the country's top Sunni political leader.

U.S. officials are closely watching the developments in Iraq, which follow the withdrawal of all American troops.

College of Charleston, family at odds over attack

She remembers the attack through fuzzy flashes of violence. He is on top of her -- grabbing, holding, violating. She screams for him to stop, warm tears stinging her face. He holds her closer and tells her to smile for him.

The 18-year-old woman's voice trembled as she recalled the Oct. 23 attack in her College of Charleston dorm room. The memories are painful, particularly because her accused attacker is a man she considered a friend.

But the teen and her family also carry frustration and a sense of indignity about the way the college handled the assault. Her name is not being used because The Post and Courier does not identify alleged rape victims.

She and her mother applaud campus police for making an arrest in the case.

But they fault school administrators for failing to reach out to help in the attack's aftermath. They also question why other students weren't alerted to the attack and why officials won't consider changes to campus housing policy to prevent similar incidents in the future.

"The college just doesn't seem to care," the mother said. "No one from there has called to say, "We're sorry this happened to you. What can we do to help?' We've had to initiate everything, and that's not right."

Not so, said college spokesman Mike Robertson. He said victim advocates and the dean of student affairs have spent a good deal of time trying to work with the family and accommodate their needs.

But some of their requests, such as banning or limiting opposite-sex visits in dorms at night, can't be accomplished without a major change to long-standing policy, he said.

"Over the years, we've had very few problems with that," he said, "and most students like the policy the way it is."
